Historical Note
In 1970, Title X (Family Planning Program) of the Public Health Service Act was enacted. In its wake, family planning services were expanded and organizations were formed to offer such programming.
The La Crosse Family Planning Center opened in 1972 at 125 N. 4th St. It was a volunteer-run organization and offered couceling for family planning, marital problems, parent-child relationships, mental health of children, personal problems, alcoholism, drugs, and sexually transmitted diseasea. They also offered educational materials on sex health, infertility, birth control, and adoption.
In 1975, the La Crosse Family Planning Center merged with the Family Planning Program of the Community Action Program in Westby, Wisconsin. With this merger, they changed their name to the Coulee Region Family Planning Center. Later, this organization would be renamed as Options in Reproductive Care, Inc. In 2015, the Options Clinic changed their name to Essential Health Clinic. In 2019, it was announced that Essential Health Clinics in La Crosse, Sparta, and Blair would merge with Planned Parenthood.
Biographical Note
Anna Beth Culver was a professor of Physical Education at the University of Wisconsin-La Crosse. She was the Chairmain of the Educational Program Committee for the La Crosse Family Planning Center, which produced this training manual.
